The investment incentives code, which went into effect on 1 January 1994, covers all sectors except:

commerce,
financial services, and
hydrocarbons

The Code, characterized by free investment, automatic granting of incentives and non discrimination between promoters, provides for three categories of incentives:

common incentives granted to all promoters in the same way
targeted incentives granted on the basis of pre-established objectives (export, regional development …)
special incentives granted on a case by case basis, by decree, depending on criteria regarding the level of investment, degree of integration, technological input…
